[nfbcs] Putty accessibility

I have been using Cygwin for the past four years, and it works really
well. Unfortunately, I cannot ssh into a Google Cloud VM on Windows
through Cygwin. Apparently, it automatically launches it in putty,
which is getting hard to work with.
