[nfbcs] Visual studio preview

Okay, I see what you mean now. 
I found where to download it, and the following link should be what you're looking for.
When I downloaded and ran the first part of the installer, it told me it will install Visual Studio 2017 - 15.3 preview.
That seems to be the latest preview.
I did not see a VS2015 preview 3, but there is a 2015 update 3 to fix bugs, but that is not a preview.
