all programming languages are accessible. Notepad++ is not a
compiler. All compilers can be driven on the command line, which is
accessible. All programs can be written in plain text editor like
note pad and so forth, and then compiled on the command line.
Notepad++ and Visual Studio and Eclipse and so forth are all
productivity tools, which are nice to have but not necessary. Also,
it is accessible to program in windows, Linux, or mac -- I have
programmed in them all.
