[nfbcs] visual studio subscription for personal use

Tyler,
Jim already mentioned Visual Studio 2017 Community Edition, but I would 
just like to add that it's free. You can download the pieces you need, 
and they even have a way you can download a customized set of install 
packages for offline use and keep it around. (I do this in case VS some 
day becomes unavailable and I really need to develop a C# application or 
something)
