You could try calling the Microsoft disability hotline.  I've found them to
be helpful and knowledgeable.

Hi, I just got a new Surface Laptop 3, and have been setting it up. I
decided that I was going to create a standard Microsoft user account
for my everyday use, and an admin local user account for
administrative tasks. I installed JAWS 2020 and it has been giving me
a little trouble.

As I am setting up, every now and then I need to login to the Admin
account, and when I do, all of the Jaws settings I had set are gone,
and Jaws prompts me with the new installation setup dialog, and I have
to reset all of my settings again. When I sign out of the account and
then sign into my standard user account with my Microsoft credentials,
I have the same problem. I believe the problem is tied to the sign out
function, since if I shutdown my computer logged into my standard
account, it is holding my settings when I log back in, but when I sign
out, and sign into my admin account, I seem to lose all jaws settings
for that account. Obviously, just switching users does not cause a
problem since I am not actually signing out of the account, just
switching to a different user, but the acount that I shutdown in,
holds its settings, and the other lose them.

Does anyone have any idea what is going on here? Can you not have two
different setting profiles for jaws for two different user accounts?
Is this a JAWS bug that needs to be filed?
I did not do this on my other computer, and I was running JAWS 2019 on
my old computer, so I do not know if this is a JAWS update issue or
not.
