[NFBCS] how to label rows and columns in a table

In short, the headers of the table (both the row and column headers) should be wrapped in <th> tags. It is also probably a good idea to add scope attributes to them. You will want to add <th scope="col"> to the column headings, and <th scope="row"> to the row headings. All of the data cells should be wrapped in <td> tags.
