[NFBCS] enable audio windows server

Hi totally blind using jaws, nvda, windows narrator. Able to do this in vm
ware player, able to get narrator on the initial install screen. But when it
reboots, no audio, and did try the Sc.config audiosrv start= auto. Does not
turn it on. So is there a script or a way to turn on audio, when you are
blind. Have you done that with windows server 2012 r2, 2016, 2019, and have
you played with the insider version of server 2020, and if so, have they
addressed this issue, some way to detect when a screen reader is running,
then enable audio. So annoying.
