[NFBCS] Accessibility for programmers

I don't believe in ending a thought with the words, "Its a shame but 
that's the way it is." I believe in asking what are we going to do about 
it. Or better yet, suggesting something we can do about it.

The NFB has a virtual chapter for guide dog users, right? Maybe we could 
do something like that for IT professionals. Get ourselves a voice.
