[NFBCS] Process mapping

Howdy,
               Working on creating accessible, interactive high level process maps for our team. Besides using braille/tactile maps, does anyone have any suggestions for creating useful process maps or procedural documentation that are interactive? That is, each step has a true/false statement, and if false, there may be different variables that result in having to go back to a different step somewhere in the process?
I thought about using headings, paragraphs, and internal anchors to jump around the document, or perhaps using excel, but I thought I'd reach out and see if anyone else has a better, more efficient method!
We want to make sure that when we higher any other disabled persons, they have an efficient, accessible way to interact with our process documents.
