You'll probably get more answers to this, and I welcome updates/corrections
since I've only seen a few possible setups recently.

The requirements for your local JAWS to speak in a VMware remote session:

1. Your JAWS has remote access enabled; see the JAWS Help/About page to find
out if this is the case. There may be a charge for enabling this if not
already done.

2. JAWS is installed in the VM you are accessing remotely. The remote JAWS
need not be licensed but must be set up for remote access. The remote JAWS
will then use your local JAWS license and will speak through your local JAWS
as well. It is important though to understand that there needs to be an
instance of JAWS running on the server side for this to work.

I can't tell for certain, from your message, whether you are connecting to
the remote VM via Remote Desktop Protocol (RDP), or perhaps using a VMware
Horizon setup, or what. Specifics on how you connect might help determine
how to get speech up and running during or after the login process.
