[NFBCS] Trouble with email on laptop

Email has never worked well on my laptop.  It runs Windows 10, and updates
regularly.

Thunderbird often says "server connection timed out".  Sometimes it gets my
new mail anyway, and sometimes not.

If I try to go to the server and read my email online, using Firefox or
Chrome, it always says the server connection timed out.  This doesn't happen
when I connect to the server with any other computer, only my laptop.  It
says to check the proxy settings or firewall, but I'm not clear on what to
check, or what to google to tell me what to check.

Can anyone give me some advice?
