I had a look round and can't find the specific list you're looking for.
There are loads of them so narrowing it down would definitely help.

Hello,

I first tried the Web, but their web page didn't make sense to me. But then,
most don't. 
I next tried sending a message to ecartis at frelists.org with subscribe
pythonvis in the subject line. This produced a subscription consent message
that asked me to go to a URL. This was some instructions and boxes to
incicate agreement with terms of service and provacy policy. 
As soon as I clicked on the terms of service checkbox the page disappeared
and was replaced by a new one. I was not subscribed. What gives?
