It is possible to install a command-line ssh client from within Windows.
This should work with minimal or no screen reader configuration.

If you prefer a GUI, Secure CRT by Vandyke (non-free) and PuTTY (free)
work but may require configuration changes to get cursor tracking to
work properly.
