[NFBCS] PDF accessibility is crazy

Yes, I listened to the Jaws webinar on tagging PDF, and that's crazy, too.
I thought about going back to the person who prepared the PDF I'm trying to
use, but I wouldn't be able to tell him what needs to be fixed.

The real problem here is that making properly accessible PDF files is very
dificult and few know how it is done.
