[NFBCS] Turning on developer mode in Windows 11?

I bought a tiny HP Stream laptop running Windows 11, which I plan/hope to give to someone for Xmas. The problem is that I can’t install anything on it that doesn’t come from the Microsoft store, like NVDA. I have enabled Developer Mode in Settings and restarted the machine, but it still acts as if it is not in developer mode? Can anyone suggest a cause, like maybe some piece of pre-installed junk software that needs to be removed? Thanks.
