[NFBCS] IRC Access From Windows

I am not saying that it can't be done -- but as a blind person, I am 
finding it increasingly difficult to participate in real-time 
collaborative processes. We have one less channel of input, and it 
can be difficult to keep up with everything in real-time.


Better tools will help some, and more experience will help some -- 
but I am looking forward to my retirement!
