[NFBCS] Use mixed case

Suggestion to not send out information in all caps.  All capital letters 
should be mainly used only for acronyms but not used for words or 
sentences just for visual emphasis.  Screen readers that expects only 
acronyms are in all caps so it reads out every letter individually.  All 
caps aren't good for people who can see but has Dyslexia either.  
Anything created just for visual or sound effect usually turns out bad 
for people with disabilities.  It is a ironic that an email notice about 
an ADA event didn't anticipate the needs of an audience with different 
abilities.
