[NFBCS] Making dates all same length in Excel

Does anyone know how to make all dates the same length in Excel, so that,
when I convert an Excel file to .csv or some other format, the delimitors
are all in the same place?

For example, I want 2/4/2023 to come out as 02/04/2023, so that the
delimitor is in the same place as it is for 11/25/2022.
