[NFBCS] Someone clearly wanted Paypal to be accessible, but

I just logged into Paypal on my computer, pressed tab a few times, and 
then my screen reader started reading things like "Send link Item of Quick 
Links" and "Request link Item of Quick Links." I felt confused at first, 
since I wasn't used to having the Send and Request links read that way. I 
took a quick look at the page source, and I'm not really a web developer, 
so I'm not particularly good at figuring out what is going on with web 
pages, with all of the frameworks that are in use these days, but it is 
clear that the site is exposing strings such as "Item of Quick Links" for 
a11y purposes. I'm just venting mostly, but I'm wondering where the idea 
came from that menu items should provide textual information about their 
parent menu for a11y purposes. It's been a while since I've looked at the 
WCAG, but I don't recall there being a recommendation like that, and, at 
least for me, the result is just a bit confusing and takes getting used 
to.
