Seeing AI does very good OCR, and if that doesn't work Be My AI will give you the full text of the document. Also you could try Adobe Reader's built-in OCR rather than using JAWS OCR? I think the free version of Adobe Reader will ask you if you want to perform OCR when opening an image only PDF and that OCR is pretty good. It was a PDF which was really just an image, so I had to run Jaws OCR to get anything out of it. The OCR missed a whole section of text, several paragraphs. Is there any way to get that text?
