Washington, DC (28 de enero del 2009): Los Representantes Edolphus "Ed"

Towns (D-Nueva York) y Cliff Stearns (R-Florída) hoy han introducido H.R. 
734, un

proyecto de ley que se propuso para proteger a los ciegos, y a otros 
peatones contra lesión

o muerte como resultado de la tecnología silenciosa del vehículo. El Acto

Peatonal de Realce de Seguridad del 2009 requiere al Secretario de

Transporte conducir un estudio en cómo proteger a los ciegos, y

a otros de daño, o de ser matados por los vehículos utilizando híbrido,

eléctrico, y otras tecnologías silenciosas del motor. Treinta y dos 
copatrocinadores

originales han firmado ya el proyecto de ley.



Debído a que los peatones ciegos no pueden localizar y evaluar tráfico 
usando

su visión, deben escuchar el tráfico para discernir su velocidad,

dirección, y otras cualidades para viajar con seguridad e

independientemente. Otra gente, incluyendo los peatones que no son

ciegos, ciclistas, corredores, y pequeños niños, también se benefician de 
audición

del sonido de los motores de vehículo. Nuevos vehículos que emplean

la tecnología híbrida

o eléctrica del motor, pueden ser silenciosas, rindiéndolas

extremadamente peligrosas en las situaciones donde los vehículos y los 
peatones entran

en proximidad con uno a otro.



"La Federación Nacional de Ciegos aprecia la sabia acción

decisiva llevada hoy por los Miembros del Congreso Towns, y Stearns para

dijo el Doctor Marc Maurer, Presidente de la Federación Nacional de

Ciegos. "Los ciegos, como todos los peatones, deben poder viajar al

trabajo, a la escuela, a la iglesia, y a otros lugares en nuestras 
comunidades

sin hacerse daño o el ser matado. Este proyecto de ley beneficiará a todos 
los

peatones en generaciones venideras ya que nuevas tecnologías del vehículo

nuestro poder para asegurar su pasage."



"La tendencia beneficiosa hacia vehículos más respetuosos del medio ambiente

ha tenido el efecto involuntario de colocar a los ciegos y a otros

peatones en peligro," dijo el Representante Towns.  "Como alguien que

enseñó a viajar con un bastón blanco a los ciegos durante muchos años,

entiendo que el sonido del tráfico es críticamente importante para que

El proyecto de ley requiere al Secretario de Transporte, en el plazo de 
noventa días

de su promulgación, comenzar un estudio de dos años para determinar el mejor

medio de proveer a los ciegos, y a otros peatones con la información

sobre la localización, el movimiento, la velocidad, y la dirección de 
vehículos. Sobre la

terminación del estudio, el Secretario divulgará los resultados

del estudio al congreso, y en el plazo de noventa días, establecerá

un mínimo estándar de seguridad de vehículo para todos los nuevos vehículos 
vendidos en los Estados

Unidos. Los fabricantes de automóviles tendrán dos años para conformarse con

el estándar de seguridad de vehículo.
