Estimados Compañeros Federacionistas:

Les escribo para informarles que toda nuestra ardua labor en la cuestión de
los automóviles silenciosos está dando sus frutos. El lenguaje que protege a
los ciegos y a otras personas del peligro que representan los vehículos
híbridos y eléctricos silenciosos se ha informado favorablemente a la Cámara
de Representantes de Estados Unidos por el Comité de Energía y Comercio en
el marco del Acto de Seguridad de Vehículos Motorizados del 2010 (HR 5381) .
Esta legislación, que es un proyecto de ley integral para hacer frente a
numerosos problemas de seguridad de los vehículos, tomado del reciente
retiro de Toyota, ahora incluye un texto acordado por la Federación
Nacional de Ciegos, la Alianza de Fabricantes de Automóviles, y la
Asociación Internacional de Fabricantes de Automóviles. Si es aprobado por
la Cámara de Representantes y aprobado por el Senado, este lenguaje requiere
al Departamento de Transporte, expedir reglamentos que requieran un nivel
mínimo de sonido para automóviles híbridos y eléctricos.

Esta victoria es un producto de nuestra ardua labor, y la cooperación de la
industria del automóvil, pero tendremos que permanecer alerta para
asegurarnos de que este proyecto de ley se convierta en ley. Los
mantendremos informados de los acontecimientos y les avisaremos si medidas
deben ser adoptadas para conseguir esta victoria.

Dear Fellow Federationists:

I am writing to report that all of our hard work on the issue of silent cars
is paying off. Language that will protect the blind and others from the
danger posed by silent hybrid and electric vehicles has been favorably
reported to the United States House of Representatives by the Committee on
Energy and Commerce as part of the Motor Vehicle Safety Act of 2010 (H.R.
5381). This legislation, which is a comprehensive bill to address numerous
vehicle safety issues raised by the recent Toyota recalls, now includes
language agreed to by the National Federation of the Blind, the Alliance of
Automobile Manufacturers, and the Association of International Automobile
Manufacturers. If passed by the House of Representatives and adopted by the
Senate, this language will require the Department of Transportation to issue
regulations requiring a minimum sound standard for hybrid and electric
automobiles.

This victory is a product of our hard work and the cooperation of the
automobile industry, but we will need to remain vigilant to make sure this
bill becomes law. We will keep you apprised of developments and let you know
if action needs to be taken to secure this victory.
