Acceso a la Educación Superior

La Universidad de Montana va a implementar Medidas de Amplia Accesibilidad

Nacional de Ciegos (NFB), principal defensora de la nación para la igualdad
de acceso en la educación superior de los estudiantes ciegos, elogió hoy un
acuerdo histórico

y el Departamento de Educación de los Estados Unidos, Oficina de Derechos 
Civiles
(OCR). Según el acuerdo, la Universidad de Montana desarrollará un
amplio conjunto de políticas y procedimientos para asegurar que toda la 
información tecnológica electrónica
suministrada o desplegada por la universidad puede ser
utilizada por los ciegos y por otros estudiantes con discapacidades. Pasos

adoptados por la universidad incluyen el desarrollo de una política de 
accesibilidad; el entrenamiento administrativo
del personal docente de la política; la realización de una encuesta de 
actuales y antiguos
estudiantes con discapacidades para identificar los problemas que han
experimentado; el desarrollo de un procedimiento de quejas para los 
estudiantes y profesores que
experimentan los problemas de acceso; y más. El acuerdo cubre la tecnología 
utilizada en
todos los aspectos de la educación y de la vida en la ciudad universitaria 
incluyendo libros de texto electrónicos y
materiales del curso, inscripción de cursos en línea, módulos de enseñanza 
por computadora en línea y y aprendizaje de
sistemas de gestión, la tecnología del aula (como podios y clickers 
inteligentes
utilizados para pasar lista o realizar pruebas en el aula ), servicios de 
biblioteca ,
Servicios de banco en la ciudad universitaria, equipo de oficina  de la 
universidad, y mucho más.  A
fin de que la tecnología sea accesible a los estudiantes que son ciegos, 
debe
tener la capacidad de proporcionar la salida de audio o braille o trabajar 
con
tecnología utilizada por los ciegos, y que puede proporcionar dicha salida, 
tal comosoftware de acceso a la pantalla de texto a voz, o pantallas 
electrónicas Braille.

El Doctor Marc Maurer, Presidente de la Federación Nacional de Ciegos, dijo:
"A pesar de las quejas individuales de los estudiantes y las acciones 
legales que pueden incrementalmente
mejorar el acceso a la educación superior , no hay sustituto para las 
políticas

Amplias y eficaces, que se apliquen y cumplan, en el más alto
de los niveles de la administración universitaria.  Este acuerdo, que es el 
más
completo de su tipo hasta la fecha, representa un profundo y sistemático
enfoque que beneficia a los estudiantes de la Universidad de Montana en los 
próximos años
y sirven de modelo para las políticas y las prácticas universitarias en toda 
la
nación.  Elogiamos a la Universidad de Montana por el extraordinario
compromiso que está haciendo para asegurar que todos sus estudiantes, 
incluyendo
a aquellos que son ciegos o que tienen otras discapacidades , reciban la 
equivalente
educación que la ley exige y el beneficio total de la experiencia 
universitaria
que la universidad ofrece.  También elogiamos la labor de la
Oficina de Derechos Civiles , que ha creado este acuerdo con extensas
aportaciones de la Federación Nacional de Ciegos, y que trabajarán con la 
universidad para garantizar su plena aplicación".
