I would also suggest you contact the Florida Department of Hotels and 
Restaurants.  they license restaurants in Florida.

I had an access problem here in Stuart and the Stuart police not only 
visited the restaurant to inform them of the law but the police called the 
Florida inspector twho also visited the restaurant to read them the law, 
then the inspector called me.
