Well, Sherri, while the majority of senators voted to ratify the treaty, I 
don't think it was quite enough.  I believe you need a two-thirds majority 
to actually ratify a treaty.  I am glad both our senators here in Maine, and 
both of Connecticut's senators voted to ratify, yea Maine, yea 
Connecticut!!!
