SUPERINTENDENT OF PARATRANSIT SERVICES
This position is responsible for the overall operation of Paratransit
Services and Community Transportation Coordinator (CTC) functions, including
management of contracted paratransit services, state, local and federal
regulatory compliance and paratransit eligibility processes and procedures.
Participates in the research, development and implementation of service
programs for people with disabilities.
EXAMPLES OF WORK (not intended to be all inclusive):
· Manages and coordinates the activities of staff engaged in the
administration of paratransit services, including contract compliance, fiscal
accountability, adherence to funding source requirements, quality
assurance, program safety, vehicle and equipment, eligibility determinations,
travel training, complaint investigation, and state and federal regulatory
compliance.
· Develops and implements policies, procedures and practices
regarding transportation services for people with disabilities.
· Develops contract specifications and Requests for Proposals
(RFPs) for the provision of paratransit service and functional assessments
related to paratransit eligibility.
· Works collaboratively with mobility-impaired individuals and
representative organizations to identify accessibility needs and develop
solutions.
· Develops community partnerships and represents the JTA at
advisory committee, Local Coordinating Board, Commission for Transportation
Disadvantaged, advocacy and community based service organizations at both the
local and state levels.
· Arranges and delivers presentations for stakeholder,
inter-agency, and public meetings.
· Prepares and presents materials to the JTA Board.
· Manages the development and delivery of service-user orientations
and in-service training regarding accessibility policies and procedures.
· Coordinates with other JTA departments on accessibility
activities, including the acquisition and operation of special equipment and
services to increase the mobility options of people with disabilities.
· Performs detailed analysis of transit services for people with
disabilities.
· Develops and administers Paratransit (Connexion) budget.
KNOWLEDGE, SKILLS AND ABILITIES:
· Thorough knowledge and understanding of the Americans with
Disabilities Act of 1990 (ADA).
· Thorough knowledge and understanding of Florida Chapter 14-90
Equipment and Operational Safety Standards.
· Thorough knowledge and understanding of Federal Transit
Administration (FTA) National Rural Transit Assistance Program (RTAP) requirements.
· Ability to travel to required to off-site and out-of-town
locations at least 60%.
· Understanding of budget processes in the public sector, including
grant writing and administration.
· Thorough knowledge of all transit-related federal and state rules
and regulations.
· Experience negotiating paratransit contracts
· Proficient in public sector service contract development and
administration.
· Must have strong interpersonal and excellent oral and written
communication skills.
· Demonstrated presentation skills to make presentations and
conduct public meetings.
· Familiar with principles and methods of public transit, including
fixed route bus, light rail, and demand response service.
· Familiar with paratransit scheduling software, including
automated routing, run cutting, trip booking, automated scheduling, and
eligibility, funding, and billing management reporting capabilities.
· Demonstrated ability to analyze data and make recommendations
accordingly.
MINIMUM QUALIFICATIONS:
Bachelor’s degree from an accredited college or university. A minimum of
seven years experience in public transportation and/or service contract
negotiation/management, including progressively responsible managerial
experience. Previous experience in providing services to people with disabilities
is also required. Experience working with collective bargaining units.
