You can even get a 4G for $99.  You can avoid a data plan by getting a cheap
cell phone like a Gitterbug or a Haven then get an Apple iTouch for all the
apps.  That way you get a simple phone plan and use wi-fi for apps.  You can
get a Magic Jack phone account and an app and use wi-fi for phone when
available and not use minutes on your phone.
