U.S. Department of Labor Announces Final Rules to Improve Hiring and Employment of People with Disabilities
On Tuesday, The U.S. Department of Labor (DOL) announced two final rules that are meant to improve the hiring and employment of people with disabilities and veterans. One rule updates the requirements under the Readjustment Assistance Act of 1974, and the other updates requirements to Section 503 of the Rehabilitation Act of 1973.
The Section 503 rule introduces a hiring goal for federal contractors and subcontractors that 7 percent of each job group in their workforce be qualified individuals with disabilities. The rule also details specific actions contractors must take in the areas of recruitment, training, record keeping and policy dissemination.
The Office of Disability Employment Policy (ODEP) will host four upcoming webinars on the rules. Those who want to participate can register for a webinar on one of the dates listed below.

U.S. Department of Education Issues New Proposal Regarding Testing Standards for Special Education
This week, the U.S. Department of Education (DOE) issued a proposed rule in the Federal Register that will give states the ability to count some students with disabilities as academically proficient even if they do not meet their grade-level standards. The rule is meant to transition away from the commonly-known “2 percent rule.” The proposed rule is titled “Improving the Academic Achievement of the Disadvantaged.” It is open for public comment through October 7, 2013. Michigan Passes Medicaid Expansion
Late on Tuesday, the Michigan State Legislature voted 20-18 to expand Medicaid throughout the state. Michigan will now be able to offer Medicaid to almost half a million low-income residents. Read on at the Detroit Free Press.
State of Texas and Department of Justice Reach Interim Olmstead Settlement
On Monday, August 19, the U.S. Department of Justice (DOJ) announced that it had entered in to an interim settlement agreement with the state of Texas to expand community services for people with intellectual and developmental disabilities (ID/DD). National Disability Institute Begins Third Annual “My American Dream” Initiative
The National Disability Institute kicked off their third annual “My American Dream - Voices of Americans with Disabilities Video Contest” last week. The initiative is meant for people with disabilities to share their dreams and goals for the future. The deadline to submit videos for this contest is September 10, 2013.
