Greetings To All,
Bravo! for the explanation of our NFB Pledge. I will share it with new
members.
In reference to Mr. Robert Doyle, Director of Division of Blind Services,
yes he is an agent for positive change.
Mr. Doyle gives audience to NFB positions and to DBS employees. During his
seven month tenure DBS has made great gains in the resolution of challenges
encounter by patrons and employees. There are yet more challenges to
address, but, Mr. Doyle is positive and proactive.

Order Ensures Economic Mobility for Federal Contract Employees with
Disabilities
Baltimore, Maryland (February 12, 2014): The National Federation of the
Blind (NFB) commented today on President Obama?s executive order requiring a
wage floor of $10.10 for individuals employed under all new federal
contracts, including workers with disabilities who are currently excluded
from minimum wage protections under special certificate programs.
Dr. Marc Maurer, President of the National Federation of the Blind, said:
?President Obama?s courageous action today is a tremendous victory for
federal contract workers with disabilities, and we wholeheartedly applaud
the spectacular step forward that this new executive order represents. The
National Federation of the Blind commends President Obama for recognizing
the value of workers with disabilities and ensuring that these workers can
take advantage of the same opportunity for economic mobility as their
nondisabled co-workers. We urge Congress to finish the work that President
Obama has begun by passing the Fair Wages for Workers with Disabilities Act
(H.R. 831) to ensure that all workers with disabilities, not just those
working under federal contracts, will no longer be subjected to the
antiquated and discriminatory practice of being paid less than the federal
minimum wage.?

Dear List, I'd like to say that since Robert Doyle has taken orver at DBS,
as a consumer, I like what I'm seeing! He's not only recieving imput from
the consumer groups, but he also recieves imput from staff, and he takes

Washington, DC (February 12, 2014) - Today, the White House
announced that President Barack Obama will sign an Executive Order raising
the minimum wage to $10.10 for all future federal contract workers,
including workers with disabilities. Under the current law, employees with
disabilities can be paid subminimum wage, but the Executive Order, which
covers all new federal contracts, will end the practice among contractors
beginning in 2015.
"By including people with disabilities in his Executive Order,
the President has opened the doors of equal opportunity to many federally
contracted employees with disabilities," said Mark Perriello, President and
CEO of the American Association of People with Disabilities (AAPD). "We
applaud the Administration for recognizing that people with disabilities
have the right to equal wages for doing the same jobs as people without
disabilities."
AAPD, the nation's largest cross disability rights organization,
and other disability rights organizations had urged the inclusion of people
with disabilities in the President's Executive Order since the plan was
announced at the 2014 State of the Union Address.
Currently, 14(c) of the Fair Labor Standards Act allows for
workers with disabilities to be paid subminimum wage. This law dates back to
1938 and has been used by sheltered workshops where people with disabilities
are segregated from other workers and can be paid as little as pennies per
hour for doing the same work as employees without disabilities. About 95% of
Americans with disabilities working for subminimum wage are employed at
sheltered workshops, and about 420,000 workers with disabilities are being
paid subminimum wage under the 14(c) program.

This is Federation Patriotism at its best properly defined with one
exception replace the word "ensure" with the word "achieve" which means a
responsibility to attain and accomplish.
The NFB Pledge " I pledge to participate actively in the efforts of the
