Fellow Federationists,

It is with a heavy heart that we must inform you of the passing of a great
leader and friend in the National Federation of the Blind, Joyce Scanlan.
She passed away overnight at Methodist Hospital where she was being treated
for respiratory problems which resulted in heart failure.

Those who know Joyce know that she has been a tremendous influence on the
National Federation of the Blind of Minnesota since she first became active
in the organization in 1970. She was our dynamic president from 1973 through
2007, and since then, she has been active with our Seniors Division, serving
for some time as its president. She was also elected for many years to the
national board of the National Federation of the blind and served for a
while as Secretary as well as 1st Vice President.

Joyce led the charge to establish Blindness, Learning in New Dimensions
(BLIND) Incorporated and served as its Executive Director from its founding
in 1986 until her retirement in 2003.

It is hard to express the influence and the effect that Joyce had on many of
us over the years.  She led both the National Federation of the BLIND of
Minnesota and BLIND Incorporated courageously through many challenges. She
put her many talents and skills as well as her heart into fighting for the
right of blind people to be believed in and treated with respect and to be
in charge of our own lives. In legislation and policy, she pioneered many
successes, including the passage of the Minnesota Human Rights Act and a
state Braille bill, and she was a driving force in having State Services for
the Blind moved from the Department of Public Welfare into the Department of
Jobs and Training. Joyce worked hard to help people on an individual level
as well as to improve and hold accountable the entities and systems that
affect us. She made an enormous positive and lasting difference for us all.

We all express our deepest sympathy and support especially to our fellow
Federationist and friend, Joyce's long-time husband, Tom, who is, himself, a
historic leader in our movement. I would ask that you keep Joyce, Tom, and
their friends and family in your hearts.

We will share information about arrangements once we have it.
