[Nfbj] Melingo's Kolan TTS program

Hi David and Judith,

It appears to be a SAPI synthetic voice which can be used in conjunction 
with JAWS or another screen reader so that Hebrew text on web pages, in 
documents, ETC. is read aloud. The web address is:
