Yes, I believe all braille, regardless of language or region, reads from left to right. There are a few small differences between American and Israeli Hebrew braille, but I think they have mostly to do with contractions and maybe a few of the niqqud. You might try inquiring of the Israeli analog to our National Library Service, which creates and distributes braille materials to blind people in Israel.
