Cathy,

This whole situation reminds me of what I confronted when I moved over from 
being a rehab counselor for the Office for the Blind to becoming an 
assistive technology specialist and braille transcriber.  At that time, a 
braille routine would enabled people to send documents from there computers, 
to the translator, and eventually, to the embosser.  Most of the people who 
sent these documents knew little about braille and less about its 
production.  Part of my job was to explain to people why documents needed to 
be formatted.  I sometimes put it this way, "Turnkey braille is turkey 
braille."

The stuff that people would  send directly had no centering, and lines were 
often run together.  The only thing indicated were paragraphs.
