Subject: [BEP State Directors] Transportation Update: Vote on Portman
Amendment 1742 Coming Soon

Dear NCSAB members:

Yesterday the Senate began working on amendments to S. 1813. Of the 30
amendments agreed for consideration, votes were taken on about 10 of them.
Though Senator Portman's commercialization amendment hasn't received a vote,
Portman did take the floor to speak in favor of his amendment, meaning it
will be offered. No Senator spoke against it.

Majority Leader Reid has indicated that the Senate will continue with votes
on amendments to S. 1813 on Tuesday, March 13. It appears they will try to
work through all of the remaining amendments on Tuesday, including
Portman's. This means that anybody who hasn't already contacted their
Senators about this issue has a final chance to do so.

Below I have included a list of Senators who we understand to be voting "no"
on the amendment. If either of your Senators are on this list, please take
the opportunity to call their office and thank them for their support of
Randolph-Sheppard. If your Senators do not appear on the list, and you
haven't already contacted their offices, please take this final chance to
have NCSAB's concerns with the amendment heard by contacting them today or
Monday.

And, just a reminder, please do not call offices of Senators from states
other than your own. As I mentioned in a prior email, several offices have
indicated to us that they are growing annoyed at the volume of out of state
contacts on this issue.

Please let me know if you have any questions.

Here is the list of Senators who we believe will be voting "no" on Portman
amendment 1742 to S.1813:

Barrasso, John A. (R-WY)

Baucus, Max (D-MT)

Boozman, John (R-AR)
