FRANKFORT — With the proposed budget cuts from Gov. Matt Bevin, organizations in the state of Kentucky are pleading for help.

On Tuesday four members of the local Ashland chapter of the National Federation of the Blind spoke to the Appropriates and Revenue committee in the Senate to ask them and the House to reconsider the proposed budget cuts.

“If these cuts go into effect that will mean the Office for the Blind will have to pay the government $3 million,” said NFB member Michael Freeholm.

 Office for the Blind, which is a state and federally funded program, provides opportunities for employment and independence to individuals with visual disabilities. OFB serves Kentuckians who are visually impaired or blind and assist individuals to obtain and maintain employment, economic self-sufficiency and independence with complete integration into society according to Office for the Blind’s website.

“Currently OFB is only accepting severe cases, but if these cuts go into place, they won’t even be able to take any new cases,” he said.

Due to a match fund program currently OFB receives $3.69 from federal funds for every dollar received from state funds. With the proposed cuts of a total of $1.3 million from OFB, the organization will have to pay back money that will not be  matched.

“For the past three years they have already had to pay back $1 million,’ he said. “With these cuts it would be horrible for the community OFB serves.”

 Members of the local Ashland chapter of the NFB spoke in front of the Senate on Tuesday to share the information and to try to persuade the Senate to reconsider the budget cuts. Freeholm shared the cuts would essentially hurt the community of the blind and visually impaired.

“After we spoke, Sen. Robin Webb announced to the Senate that she thought they needed to do something and fully supported us,” Freeholm said.

Today members of the National Federation of the Blind will also be in Frankfort to share the issues with the House and hope for a positive outcome.
