Characteristics of the Job :

Provides administrative support for cabinet secretaries, agency heads and/or
office heads and supervises staff activities related to studies of cabinet
or agency operational policies and procedures for the purpose of defining
cabinet or agency effectiveness and projecting budgetary needs and requests;
and performs other duties as required.

Minimum Requirement - Education :

Graduate of a college or university with a bachelor's degree.

Must have five years of professional experience in management,

related field.

Substitute Education for Experience :

A master's degree in public or business administration, statistics,
planning, accounting, economics or a related field will substitute for one

Description of Job Duties

This position serves as the primary fiscal administrator for the Executive
Director in the Office for the Blind (OFB) in the analysis, formulation and
administration of agency-wide budgeting, policy planning and management
policies that cross division lines that affect OFB as well as Office of
Vocational Rehabilitation (OVR). 

This position oversees and makes recommendations regarding fiscal, budgeting
and grant impacts related to integrated functions and develops and monitors
compliance with joint OFB and OVR grant policies and procedures. Assists
with special grant-related reviews and projects and with the review and
update of program policies and procedures to ensure compliance for the
Cabinet. Runs and analyzes reports and compiles data for federal grant
reporting and prepares presentation to legislative committees. Oversees
Memorandum of Agreement and Memorandums of Understanding and contract
processes and compliance. Develops combined, consistent processes, including
consolidation and coding. Supervises staff administering fiscal related
duties and provides training on forecasting, match planning and reporting.
Compiles and analyzes reports in order to prepare the OFB biennial budget
recommendations to the Cabinet and provides detailed analysis of budget
status throughout the year and makes recommendations for agency programmatic
changes as necessary. Develops and implements the approved OFB Cost
Allocation Plan, including audit steps to research expenditures and ensure
accurate coding and correction when necessary. Develops implements and
monitors a joint Cost Allocation Plan for OFB and OVR.

Performs other duties as assigned.
