[NFBK] Chapter Dues

I have been getting chapter presidents emails, and they are very interesting. However, They were talking about chapter dues, and some of the people say that dues are five dollars for every chapter and division. Some of them say that it says in the NFB rules that they are supposed to be five dollars for all of them. 
My question is, what should the dues be?
