Last December Governor Bevin announced that he intends to reform Kentucky’s Medicaid program using an 1115 waiver, which is designed to give states more flexibility and opportunities for innovation as they seek new and better ways to provide care to vulnerable

As Kentucky explores the option of using an 1115 waiver to make changes to its current Medicaid program, we must ensure that any changes to the program will build on our successful Medicaid expansion, resulting in better care for Kentuckians that leads to improved
health outcomes and a more sustainable system.<br>

To that end, KVH convened a Waiver Task Force to study whether—and how—a Section 1115 waiver could be used to improve health. Task Force recommendations were informed by:
