I read the following online:

Warning to voiceover users. If you update your phone and it quits talking like mine
did, you'll need to get a sighted person to go into settings, general, accessibility,
braille, and turn status cell off. Mine got turned on by default which should not
have happened, and there is a bug that causes voiceover not to work when it is on.
So turn status cell off, and avoid braille settings like the plague until this bug
is fixed. Now that my phone is talking again, I can get down to the business of exploring
iOS 8.
