I am glad this position is finally being posted. Dorothy's last day was
September 30, and Sherry West needs all the help she can get. A lot is on
her now, since she has to provide deafblind services over the whole state.

Description of Job Duties 
This position will travel throughout the entire State of Kentucky. The work
county of this position will be dependent upon the home county of the
successful candidate. 

Under limited supervision, collects and interprets medical, psychological,
vocational and other reports to determine if consumer is eligible for
deaf/blind services. Based upon assessments and vocational guidance and
counseling, works with other counselors to plan, facilitate and coordinate
delivery of services through an Individual Plan of Employment. Assures job
placement is appropriate for a deaf/blind consumer by assessing job
requirements at work place and making recommendation for technology and/or
making referral to AT specialist. Plans, facilitates and coordinates the
delivery of deaf/blind consumer group activities designed to promote
socialization, independence, and training. Provides technical expertise to
universities, employers and general public regarding services for deaf/blind
consumers. Works with other professional organizations that specialize in
deaf/blind services. Manages the National Deaf/Blind Equipment Distribution
for half of the state. Evaluates and trains deaf/blind individuals who meet
the guidelines for that program. Develops and maintains case documentation,
prepares correspondence, writes reports, interprets agency policy and
procedures, travel to assigned counties, resolves consumer complaints and
trains new counselors on deaf/blind services. Conducts presentations,
facilitates future planning meetings, and maintains a registry database for
identifying/tracking individuals who are deaf/blind. Performs other duties
as assigned. Agency prefers candidate with American Sign Language (ASL)
skills in order to be able to communicate with deaf/blind consumers.

Characteristics of the Class : 
As a Certified rehabilitation specialist, provides expert services to
persons with disabilities in the development, coordination, instruction,
implementation and monitoring of specialized vocational rehabilitation
services, programs and/or activities, such as orientation and mobility,
assistive technology, rehabilitation technology, job placement and
development, supported employment etc. Serves as team leader in Certified
field of expertise and is responsible for direction, oversight and for
meeting the training objectives of the consumer and the rehabilitation
program; and other duties as required. 

Typical Working Conditions and Unique Physical Requirements : 
Work is performed primarily in an office setting. Occasional travel will be
required to coordinate services between customers and the agency. 

Additional Requirements : 
Upon appointment, employees in this class may be required to maintain a
valid driver's license and required to drive a licensed vehicle. This status
may be necessary for the length of time in this class. If this is necessary
it will be listed in the specific position description for that position.

positions which perform job duties that may require contact with offenders
in the custody or supervision of the Department of Corrections or with youth
