Changs at Towson Town Center Mall. The street entrance is near the intersection of Dulaney Valley Road and Fairmount Avenue. The Transmission level for COVID-19 Baltimore County and Baltimore City is currently low. Consequently, Masks are recommended, but not required, to be worn, consistent with the most recent revision to our affiliate in-person events policy.
