For the record:

 

As of today Michigan Rehabilitation Services and the Michigan Commission for the Blind remain the only agencies monitorred by RSA in FY 2009 to not have their full reports finalized. This must say something about severe compliance issues with both agencies. Even a casual observor on the scene can figure that out.
