Well it sure should be. But not likely. I want to see precisely what they 
sent to RSA however.

As per all of this stuff of what goes in to minutes in general however many 
of these things can go in as attachments. And the commissioners have the 
right to vote to have anything they want in these minutes or as attachments.

The OMA requres that some minimal items are requred in minutes. but that 
does not mean that the commission board cannot exceed those requirements.

Moreover, these and other documents care recoverable under FOIA and best 
practice would just be to put them on MCB's web site anyway.

This goes to my stated point at the last meeting and for years prior. It is 
not that MCB's web site is inaccessable per se. It is the dirth of 
meaningful information.

Again as the State Plans (including annual suplementals) are the guiding and 
required document of this or any other VR agency I wonder why in the H*** 
they aren't up there for the entire decade?

Ditto for budgetary information and other required disclosures to RSA like 
our required tri-annual needs accessments.

In fact in the interest of openess and transparency they should be posting 
in accessible form all the various memorandums of understanding with 
colleges, community rehab programs, and interagency agreements among other 
things.

And certainly any document referred to during meetings that is not 
specifically excempted by the FOIA that commissioners have in their 
commissioner packets should be made available on the site either as 
appendices to minutes or as stand alones. This includes things like 
referenced ALJ summaries, and even the transcripts that commissioners have, 
and it also includes things like the actual evaluations of the Director too! 
And it certainly should have anything read read aloud during the meeting in 
toto, and all the other stuff referenced.

It is silly for them not to do so. Just plain silly. Its not only important 
for historical and archival purposes and thus purposes of accountability. 
But, even during a meeting it is important in keeping up with what is going 
on ...

But, I'll tell you for all his clamor that he is more open than other 
agencies that is belied by the facts.

This supersillious son of a gun had the unmitigated gall to tell me after 
the meeting: "Like most of what you say that is untrue."

As I told Larry, "He wouldn't know the truth if it bit him on his rear."

All I want though are the facts and the public record protrayed accurately 
and in a timely and accessable manner.

More, important than this college policy friends is to follow the money and 
they sure in the heck are not open about that to the board, until recently, 
to members of the public or even to RSA.
