I just checked out the web site Dan listed in his e-mail.  The PDF is
not
accessible.  I checked it with JAWS 9.0 and Adobe Reader 9.  The
response I
get is, 
Empty document." 

It is most likely that the PDF was created from an image file; basically
a
picture.
