Brunswick woman sentenced for embezzlement

GREENBELT, Md. — A Brunswick, Md., woman was sentenced Monday to 2 1/2 years in prison for embezzling $777,249 while she worked for a Bethesda-based organization

that works to advance state vocational training programs, according to U.S. Attorney Rod J. Rosenstein.

 

Kymberli Rand, 41, also was placed on three years of supervised release for wire fraud and ordered by U.S. District Judge Deborah K. Chasanow to forfeit

all the proceeds of her 401(k), Rosenstein said in a news release.

 

Beginning in 2002, Rand was an administrative assistant for the Council of State Administrators of Vocational Rehabilitation, where he was responsible for

bookkeeping and finances, Rosenstein said.

 

The organization had a $1 million budget, which was supported by membership dues from various state agencies dedicated to providing vocational training,

according to Rosenstein’s office.

 

In April 2010, officials with the organization discovered that from at least 2003 through February 2010, Rand embezzled $777,249, Rosenstein said.

 

Rosenstein said Rand used the money to pay an American Express bill, among other things. Rand also had $3,430 in personal expenses on her organization-issued

American Express card and used group funds to pay those expenses, Rosenstein said.

 

Rand also issued checks to herself from the organization’s bank accounts, Rosenstein said.

 

Rosenstein said Rand concealed the theft in a myriad of ways, including failing to credit the 401(k) accounts of some organization employees and using the

funds to replace a portion of the money she embezzled.

 

Rand also forged an audit report for the tax year 2007 and presented the report to the organization’s chief executive officer, Rosenstein said.

 

In addition, Rand created a fraudulent report showing that one of the accounts controlled by group had a balance of $106,655 when the balance in the account

was actually $10,719, Rosenstein said.
