Actually, Fred you were not wrong.  

As it turned out, Kimberley was managing the treasuries of both the Council
of State Administrators of Vocational Rehabilitation (CSAVR) and the
National Council of State Agencies for the Blind (NCSAB).  The figures have
varied from the beginning off this thing, and they are still not solid.  At
last report, the CSAVR had lost close to 3/4 of a million dollars, and the
NCSAB was skimming along with just under a hundred thousand dollar loss.  
You are also right that it was during Pat's term as treasurer, that more
autonomy was given to CSAVR and Kimberley in the handling of the dank
accounts.  Because no one was checking into things each month...well, you
can imagine how the thing got out of hand.  
Unfortunately Pat Cannon is very unsure of himself when it comes to money,
so he was only too glad to have it in good hands.

My mistake, though NCSAB also had money embezzeled.  This may be a misprint
considering csavr is a sister organization, somehow, to NCSAB.  Not sure of
the linkages, if any.

Funny how all these people are stealing money from the blind.  Curious.

believe he knew about this case and is also a member of this org. Not sure
