To Whom It May Concern:



The following is right out of the Michigan commission for the Blind policy 
manual:



“Commission for the Blind will provide individuals with a choice of media 
for all documents generated for them or for information from the agency. 
Choices will include standard print, large print, Braille, disc, E-mail or 
tape.”



As people have seen this obligation has not been adhered to either in the 
public functions of MCB, in failure to comply with my requests for timely 
and accessible information and not even to clients as the 2008 consumer 
satisfaction survey clearly indicates.



These in toto constitutes  major violations of the effected communications 
requirements of the ADA alone and represents a chronic pattern and practice 
of willful discrimination by Mr. Patrick D. Cannon in his several capacities 
in state government; by the MCB over all; and by its parent DELEG.
