Cheryl, I don't usually blame the counsellors.  I sure do think the system needs changing though!  I work with another public agency and the probblem of having too many cases and not enough counsellors is a big part of it.  Also, I feel that some counsellors iether are not trained well or they forget what they have been trained.  
Intelligence is always claimed but rarely proven!
