Joe,
It's unfair to look at their past history and assume there is some form of 
prejudice here. If I were to hire for a position in my company, I would 
require an electronic resume or perhaps set up a website form. Yes, 
unfortunately, not everyone has a computer but it is also something I feel 
to be important as a part of my job process. I feel no obligation to accept 
a paper resume or one in a format that will not suit my hiring process.
