Yes, and clearly this was a violation of the Americans with Disabilities 
Act. Why? Well this was provided as a reasonable accommodation for making 
the meeting accessable. And under the ADA there is a requirement to 
"maintain accessable features and that includes technology".

The afternoon listeners were denied access to the afternoon session and thus 
discriminated against. Moreover, there was gross and utter incompetence in 
the P.A., mics, and telephony of this meeting, but that is not an excuse for 
discrimination or denial of access to a public meeting.

This is akin to locking an accessable entry for a wheelchair user during a 
lunch break and then not unlocking it after lunch leaving the WC user out in 
the lurch and denied access to the public meeting.
